Born in Tokyo in 1967. Due to his father's work, he lived in the United States (Los Angeles) from the age of 9 months for 18 years. After graduating from Servite High School in the United States, he returned to Japan and entered the Faculty of Law at Kyoto University.
After graduating from Kyoto University in 1992, he joined the Ministry of Finance. He has served in various positions, including Chief and Section Chief of the General Affairs Division of the Tax Bureau, Assistant Secretary to the Prime Minister, Deputy Director of the General Affairs Division of the Financial Planning Bureau, and Deputy Director of the Insurance Division of the Supervision Department of the Financial Services Agency.
In 2002, he left the Ministry of Finance and ran as a Democratic Party candidate, but lost by a runner-up. He was first elected in 2005 and re-elected in 2009. He served as Parliamentary Vice-Minister of Economy, Trade and Industry and Special Advisor to the Prime Minister in the Noda Cabinet. He lost by a runner-up in the 2012 election. He was selected as the "Young Global Leader 2007" by the World Economic Forum (Davos Conference).
He is currently active in the media as a commentator with an extensive knowledge of diplomatic issues, and is a regular on KBS Kyoto Radio's "Yamatogokoro Tanbou."
His books include "The Skeleton of the Nation" (published by Zonomori Shobo) .
